本片根據紀實小說【黑彌撒：FBI和愛爾蘭黑幫不光彩合作的真實故事】改編
發跡於波士頓的詹姆斯巴爾傑「白毛」，是全球十大在逃通緝犯之一
巴爾傑建立的「冬日山崗」幫（Winter Hill Gang）是波士頓著名的黑幫組織，
從販賣毒品到賣軍火無惡不作，另外他們和包括愛爾蘭共和軍（Irish Republican Army）在內的北美及歐洲許多主要的犯罪集團都有聯繫。
詹姆斯巴爾傑之所以能夠逐漸壯大而不受法律制裁，和他在FBI任職的一位好友也有關係，這位探員名叫約翰康納利（John Connolly），
是和巴爾傑從小玩到大的哥們，兩人長大後選擇了黑白不同的兩條道路，
但卻擁有共同的利益點：巴爾傑為康納利提供黑幫線報，康納利則對巴爾傑的犯罪勾當睜一眼閉一眼。
FBI一直想將巴爾傑捉拿歸案，但得到了康納利通風報信的巴爾傑，14年前突然失蹤，直到現在依然逍遙法外。
而康納利則在退休後才被發現是FBI的「內鬼」，此事成為美國法律體系的一大醜聞。
